What can the City of Parma do to lessen the impact of flooding caused by storm surge overflows?

When individual homeowners remodel, responses to their permitting requests should include a nonmandatory recommendation that they waterproof the basement level, with a small subsidy from the city if they do elect to follow the recommendations. Where possible, basements should be eliminated as part of the redesign, in favor of a deeper home that has a shorter setback from the property line of neighbors from the next street over. For current flooding issues, money needs to be set aside for community level
flooding emergencies.

Oh, also more stormwater mitigation measures that are lower cost, like stormwater gardens, rain gardens, rooftop gardens, etc. on all or some public properties.
